Solthis is an international medical NGO which contributes to the strengthening of health systems to improve the access to quality care in countries with limited resources and/or with the vulnerable populations.
The OPP-ERA Project Phase 1 showed that OPPs (open polyvalent platforms) are appropriate for low- and middle-income countries and are highly performing.
Under Phase 2 of the project (http://opp-era.org), in order to contribute to the global momentum, putting in practice UNAIDS 90-90-90 Strategy commitments and the WHO “Treat All” guidelines, the goals are 1/ to improve HIV-1 monitoring by increasing access to routine, affordable and effective coverage of optimized HIV/AIDS-related tests (VLTs, EID); 2/ to demonstrate polyvalent use (TB, HBV) in LMICs; and 3/ to stimulate a sustainable supply of OPP quality components and create a shift in the current market.
Within Phase 2, we intend to significantly contribute to the scaled-up access to key HIV-related diagnostics in the four project countries (Burundi, Cameroon, Cote d’Ivoire and Guinea), in complementarity to other technologies (integrated platforms and POC). By increasing access to quality VLTs and EID and providing tools to help other countries effectively use OPPs, the project general outcome is an increased use of OPPs for VLT and EID at the global level. In addition, the project will support suppliers to get quality certifications from WHO or Stringent Regulatory Authorities to ensure that OPPs are one of the available VLT and EID solutions eligible for international financing. In this way recipient countries can choose the most appropriate diagnostic solution according to needs.
Solthis is leading the consortium in the OPP-ERA Project Phase 2 (composed of ANRS, Expertise France, Sidaction and Solthis) and will be the focal point for communication and reporting to the funder, UNITAID. The OPP-ERA coordination team, responsible of the overall project management, is therefore based at Solthis HQ, Bagnolet (Paris area), France. The team of 9 people includes a Procurement and Supply Chain Manager and a Supply Chain Advisor.
In addition to the 2 Supply Chain Management (SCM) positions at coordination level, each of the 4 country teams includes a Field OPP-ERA Supply Chain Advisors (F-SCA), who already experienced deliveries to OPP-ERA laboratories and developed knowledge of the local SCM context.
For 2 years now, a lot has been achieved on SCM through the OPP-ERA Project. Among others: long-term agreements (LTAs) have been signed with manufacturers; several procurement and supply processes of laboratory equipment, reagents and consumables have been finalized (international purchases at coordination level and national ones at local level), and effective working relationships have been implemented with providers, freight forwarders, national agencies in charge of health supply, national and international stakeholders taking over in 2019 (incl. The Global Fund).
The Supply Chain Advisor, under the supervision of the Project Director, and in close collaboration with the Procurement and Supply Chain Manager, will provide Supply Chain Management (SCM) technical support to Field OPP-ERA Supply Chain Advisors (F-SCA) in the four OPP-ERA countries.
Support to the OPP-ERA Project
He/she will assist F-SCA on laboratories needs quantification and orders deliveries planification, on importation and exoneration in-country request processes for each delivery, on ensuring the effective and efficient deliveries of laboratories products (such as freezed reagents or instruments) and, installation, comissionning, testing of laboratories instruments.
After completion of the orders by the Procurement and Supply Chain Manager, he/she will be responsible for following up the orders placed with suppliers (from shipment preparation until delivery at end-user point). This will include regular coordination with F-SCA for the delivery of laboratories products and maintenance services. He/she ensure that final user products and services reception certificates and gift reception acknowlegments are available in the invoice payment documentation.
In collaboration with the Procurement and Supply Chain Manager and the F-SCA, he/she will provide support to implement and follow up recommendations on the supply chain system in the 4 countries, already identified by external auditors.
In collaboration with the Procurement and Supply Chain Manager, he/she will provide support to develop documents related to the Supply Chain Management area of the Project (incl. national and international supply) intended to be included in the OPP-ERA Viral Load toolkit. This toolkit will be disseminated to international stakeholders willing to implement HIV Viral Load testing on OPPs.
In collaboration with the Procurement and Supply Chain Manager, he/she will prepare semi-annual and annuel donor reports for the Supply Chain Management area of the Project. He/she will also provide support to any additional requests received by the donor in the Supply Chain Management area.
Strenthening local capacities
In the context of transitionning the OPP-ERA project support to the national Ministry of Health, he/she will contribute with the F-SCA and SCM national staff to conduct a SCM national needs assessment (if not available). He/she will lead development of specific SCM SOPs per country (if national SOPs not available) and assist in preparing equipment maintenance transition to national counterpart, contributing to maintenance contracts and laboratories instruments failure alert SOPs writing.
He/she will lead the preparation of materials for the training of in-country SCM national staff as to strenghten capacities on defining and implementing a dedicated OPP procurement plan, sharing logistics management good practices about incoterms, OPP technical specifications and requirements, selection and follow up of local freight forwarder, instrument warranty conditions and after sales services, maintenance services negotiation with suppliers of laboratories equipement and any other specific topic identified as needed in the specific country. He/she will also assist the F-SCA during the in-country training sesssions.
Master’s Degree (Logistics/Cold Supply chain management) or similar relevant degree
Knowledge, skills & abilities
- A minimum of 5 years of work experience in supply chain management and logistics, including cold chain for health and non-health products and services, ideally at HQ and in-country level
- Solid knowledge of international freight and custom clearance processes management
- Experience in resource-limited settings
- Excellent knowledge of Excel and Word
- Fluent in English and French
- Experience in laboratory products management and SOPs writing would be an asset
- Experience in HIV/AIDS
- Good understanding of Global Fund funding model
- Experience in developing training material and as a trainer would be an asset
- Excellent communication, diplomatic and reporting skills
- Strong organizational skills
- Good analytical and problem-solving skills
- Ability to work independently and as part of a team, and to prioritize multiple tasks while driving results under light supervision
- Comfortable in working in a multi-cultural context
Status: Employee (French law status as « cadre »)
Contract duration: Short term contract, maximum 10 months, until 31 July 2019, full time position
