Country Team Leader Expert

Background:

Solthis is part of a consortium with the Institute for Health Metrics and Evaluation (IHME) – acting as the consortium lead organization – and I-Tech that has been shortlisted to answer the country request for proposals (RFP) for Health Facility Assessment (HFA) that the Global Fund will be issuing in the upcoming months. To this view, Solthis is looking to set up a roster of English-speaking and/or French-speaking experts in order to answer these RFPs. These experts will have to be ready to be mobilized on short notice for technical assistance, for a duration of up to 50 days depending on their profile.

The HFA are part of a monitoring & evaluation strategy that allow to monitor key quality indicators and processes regarding health services delivered in a country. The data from the HFA will be used to inform corrective actions and quality improvement approaches back into planning and implementation at national, regional/district and site levels. The HFA will be implemented in several countries by a specific team composed of a country team leader, a statistician, public health experts and health economist (NB : the exact composition of the team will vary depending on the needs in each country). The role of this team will be to build the capacities of national partners to allow them to implement an HFA in their country, and to provide overall oversight and management of the HFA.

Requirements for the position:

  • Tasks:

The Country Team Lead (CTL) will provide oversight to an individual country implementation of an HFA and follow-up quality improvement measures. The CTL should have a good understanding of the overall HFA process and be skilled in project management. It isn't expected that the CTL have expertise in all specific areas of HFA implementation, but will bring in other team members to assist in the more technical aspects. The focus of the CTL will be to ensure the overall process stays on time and key aspects are completed to standard. The CTL will also serve as the main contact with the in-country counterparts, as well as Global Fund and other key stakeholders.

  • Estimated number of working days for one country HFA:

Around 30 days

  • Qualifications:

  • Master's degree in public health/international development
  • 5 or more years of experience in international public health work
  • Experience with health facility assessments or other similar large-scale surveys
  • Experience working with international teams and dealing in a culturally appropriate manner with a range of stakeholders, from high level government officials to community members.
  • Excellent analytical, writing and presentation skills
  • Excellent written and verbal communications skills required; ability to produce high quality documents/reports in English and/or French
  • Fluency in French and/or English
