Context
Engagement of key and vulnerable populations, including women and girls in their diversity, in the definition of health programmes and policies is essential to build programmes adapted to the needs of all. It is in this regard that the Global Fund and its partners aim to significantly improve the involvement of women and girls in the West and Central Africa (WCA) region in health programmes they support, particularly those included in the new Global Fund grant period 2021-2023. Indeed, this new three-year grant provides an opportunity for the Global Fund and its partners to strengthen health programs and policies that support women and girls in the WCA region, including strengthening their participation in the elaboration of Global Fund supported programs as well as national or sub-national policies that affect their health.

Objective of the study
The baseline assessment is expected to identify opportunities and barriers to engagement of women and girls in Global Fund and broader health programs and policy-making processes in Burkina Faso, Cote d'Ivoire and Senegal. Findings will be used as baseline data and will feed into initiatives towards strengthening engagement of women and girls in the target countries and ultimately the WCA region. Findings from the baseline will inform program learning, current and new initiatives and advocacy efforts towards strengthening the engagement of women and girls in the three countries and ultimately health programs and policies in the WCA region.
The study process will take place in four phases:
- Phase 1 – Preparation : Desk Review, Stakeholders Mapping, Recruitment of National Researchers and Reseach Assistants
- Phase 2 – Development/ Validation of study tools : Survey questionnaires, KII and FGD guides, Training of National Researchers
- Phase 3 – Data sourcing : Data collection, Data sorting/cleaning, Data analysis, Data validation
- Phase 4 – Reporting and dissemination : Report writing and Dissemination webinar in English and French

- Improved engagement of women and girls in critical health policy processes including the Global Fund
- Quality of participation of women and girls and their acceptance in engaging in Global Fund-related processes and broader health policies and programs in BurkinaFaso, Cote d'Ivoire and Senegal
