Technical Assistance for the Strategic Initiative on Differentiated HIV Services (TA DSD SI) in Chad

Context:
In close collaboration with the World Health Organization (WHO), which will provide technical oversight of this technical assistance funded by the GF under its DSD initiative, Solthis has been selected to provide support to improve HIV prevention and testing services among key populations in Chad, including a mapping of key actors, available services, capacity and the possibility of integrating new services. Before addressing the feasibility and manner of introducing HIV self testing and PrEP, it is necessary to conduct a comprehensive high-level situational analysis of existing HIV prevention and testing services for key populations. This analysis will require a review of scientific literature, national strategies and normative documents and an analysis of available national data on key populations and the HIV epidemic. It will also require a mapping of the actors involved in prevention and testing services for key populations in the country to better understand the coverage of HIV services for key populations and to identify gaps and opportunities for improving differentiated prevention and testing services.
Overall mission objective:
To improve HIV prevention and testing services for key populations in Chad
Specific objectives :
- SO1: Conduct a situational analysis of HIV prevention and testing services among key populations in Chad, including mapping of key actors, available services, capacity and potential to integrate new services
- SO2: Assess the feasibility of introducing HIV self testing and, if confirmed, design implementation strategies, plans and budget for 2024 and develop appropriate services. - SO3: Assess the feasibility of introducing PrEP and, if confirmed, design implementation strategies, plans and budget for 2024 and develop appropriate standards, procedures and training materials
Methodology :
To implement this technical assistance, Solthis will rely on several complementary methodological principles and approaches:
- Apply a participatory approach through the involvement and consultation of civil society actors, community-based organisations, national and regional institutions and, where appropriate, health professionals
- Ensuring complementarity between the development of strategies, standards and procedures and the need for appropriate and realistic support at the operational level: strategic support but also practical and operational support to facilitate effective implementation

- Analysis of the existing response for HIV prevention and testing among people living with HIV in the country
- Mapping of the main actors (public and civil society) involved and related services offered (HIV prevention and testing for target groups)
- Report on the situational analysis of HIV prevention and testing services for key populations in Chad
