Solthis Therapeutic Solidarity and Initiatives for Health

Context :

As a non-profit Non-Governmental Organization (NGO) with a membership of 93 organizations throughout Côte d’Ivoire, RIP+ has been committed since its creation in 1997 to coordination, resource mobilization, capacity building and advocacy in the hope that all people living with HIV (PLHIV) and tuberculosis (TB) will live as long as the rest of the community, respecting their fundamental rights. Although RIP+ has received funding from the Global Fund since 2012, its governance and donor procedures are still inadequate. An institutional diagnosis of its network of key and vulnerable populations was carried out. The diagnosis revealed areas for improvement and gaps to be filled in the following fields: a) Governance Leadership and Management; b) Financial and Administrative Management; c) Program Management; d) Monitoring and Evaluation; e) Communication and Advocacy; f) Resource Mobilization. The representation of key and vulnerable populations within networks and national coordination bodies also needs to be improved. RIP+ has therefore requested the Initiative’s support in drawing up its 2023-2028 Strategic Plan and Resource Mobilization Plan. Solthis has been selected to support the definition and drafting of these documents, which will enable RIP+ to better meet the requirements of donors, to be more effective as a network and to comply with national and international norms and standards.

General objective :

To support RIP+ in the development of strategic and governance documents, with a view to creating a high-quality, strong, structured and committed network for the HIV response in Côte d’Ivoire

Specific objective:

• SO1: Draw up the structure’s strategic plan for the period covering 2023-2028.
• SO2: Draw up a specific resource mobilization plan tailored to RIP+’s strategic vision.

Expected results

• The programmatic and operational strategy of RIP+ is clarified, defined, planned, budgeted and adapted to the size and capacities of the structure and its context of intervention for the next 5 years.
• A specific resource mobilization plan adapted to RIP+’s strategic priorities is developed, and the methods and tools for doing so are mastered by the beneficiaries of the TA.

Deliverables:

• The RIP + 2023-2028 strategic plan and its appendices (monitoring-evaluation plan and budgeted action plan)
• Resource mobilization plan (5-year vision
