Technical support for the assessment and improvement of 27 priority HIV care sites in Niger

Context

Niger is among the countries considered to have low HIV prevalence with 0.4% of the general population infected according to the results of the 2012 EDSN/MISC IV. However, the behavioural and serological surveys conducted in 2008, 2011 and 2015 show that the epidemic remains concentrated in certain sub-groups of the population. According to the last survey, these are female sex workers (PS – 16.6%), men who have sex with men (MSM – 17.2%), prisoners (1.9%) and refugee populations (1.6%).

In addition, in 2018, Niger undertook a review of its response to HIV/AIDS following an institutional diagnosis and an audit of the active file which revealed that more than 90% of the active file was concentrated in 27 sites. It is in this perspective that specific support was recommended to Niger in order to improve the quality of care for people living with HIV in an efficient manner. Solthis was therefore asked to coordinate a more in-depth assessment of the needs of these 27 sites and to formulate and implement an improvement plan for each site.

General objective

To improve the accessibility and quality of HIV care provided, particularly for key populations, in the 27 priority care sites in Niger, as well as the overall performance of the programme’s priority indicators and the performance framework linked to the grant.

 

Specific objectives

  • First, assess the basic functioning of the 27 priority care sites and their specific technical support needs in collaboration with the various stakeholders (care sites, CN-CTRN, PNLSH, FM)
  • Based on the results, formulate an improvement plan for each of the 27 sites based on their specificities and individual needs, the financial resources available and the indicators/targets of the performance framework of the grant in order to improve the accessibility and quality of HIV care.
  • And finally, to accompany the implementation of the improvement plan for each of the 27 HIV care sites
